Richard is a licensed mariner with over 20 years of maritime and safety management-related experience ranging from deep sea, tugs & towing, and passenger vessels. Richard is a graduate of SUNY Maritime College in both undergraduate and graduate studies, graduating with a Bachelor of Science in Marine Transportation and a Master of Science in International Transportation Management. He maintains a 3rd Mate Unlimited Tonnage Oceans license and 100 GT Master Near Coastal license. He has been in shore-side management for over fifteen years and is currently the Regional Director, HSSQE for Hornblower east coast operations, including the NYC Ferry operated by Hornblower and Statue Cruises.
Richard is a certified lead auditor in multiple management systems including ISM, ISO & Towing Safety Management Systems (TSMS). His experience includes multiple facets of maritime safety & security relations in the New York area, including serving as CSO, Exercise coordination, security planning and prevention. He currently serves on the Passenger Vessel Association (PVA)’s Regulatory Committee and the USCG Area Maritime Security Committee’s Board of Directors. Additionally, Richard is published on a national basis where his work can be found in Marine News, The Maritime Reporter, & Foghorn Magazines.
